Are pacte civil de solidarit茅 only allowed for French citizens or can foreign couples have one???
No condition of nationality is asked for PACS (PActe Civil de Solidarti茅) in France. But when the PACS is concluded out of France (at embassy or consulate) one of the two persons must be french.
